It refers to an applicant genuinely establishing and operating a company in Singapore, with that company applying for an Employment Pass for the applicant in relation to an actual role. An assessment cannot be based only on academic qualifications or the amount invested; it must also consider salary, experience, job responsibilities, the company's business, customer and revenue plans, workforce structure and, where applicable, COMPASS requirements.
