The so-called “self-employed EP” remains, in substance, an Employment Pass application submitted by a company for a genuine role.
Singapore's Ministry of Manpower does not offer a separate pass officially known as a “self-employed EP.” The term is commonly used in the market to describe an arrangement in which an applicant establishes and genuinely operates a business in Singapore, and that business submits an Employment Pass application for the applicant based on a genuine managerial or professional role. Incorporating a company, becoming a shareholder or investing capital does not, by itself, confer EP eligibility.
A complete assessment must consider the candidate's age, education, professional and management experience, proposed role and salary, as well as the company's products and services, clients, contracts, revenue, funding, premises, workforce and business rationale for operating in Singapore. The current EP framework has two stages: first, meeting the qualifying salary for the candidate's age and sector; then, unless exempt, passing COMPASS.
