Singapore's private education institutions offer a range of pathways, including language courses, foundation programmes, Diplomas, bachelor's degrees and master's degrees, with relatively flexible intake dates. However, the name of the school, the teaching institution, the partner university, the programme level and the final awarding body may all differ. Looking only at a marketing headline before applying can lead to misunderstandings about the qualification level, programme length, credits and graduate destinations.

CEC verifies the programme's full title, teaching location, mode of delivery, entry requirements, partnership or awarding arrangements, registration status, fees and refund terms item by item. Based on the applicant's highest qualification, language proficiency, budget and future plans, we then compare direct entry, progression through a language or foundation programme, progression from a Diploma and other pathways.

For international students who require a Student's Pass, admission by the institution and approval by ICA are separate processes. Institution and programme registration status

We identify the private education institution that actually recruits and teaches the students, and verify its eligibility and relevant certifications for international enrolment. Institutional status, campuses and programme arrangements can change, so official records and school documents must be checked again before any formal agreement is signed.

Teaching institution and awarding body

We establish which institution teaches the programme, who is responsible for examinations and quality assurance, and who awards the final certificate or degree. Partner-university programmes, institution-awarded programmes and vocational certificates cannot be treated as equivalent qualifications based on their English titles alone.

Private education offers a wide range of pathways, but the conditions, cost and final qualification awarded at every point of progression must be clear.

Language or foundation programme to Diploma

Suitable for applicants whose language proficiency or qualifications do not yet meet the direct-entry requirements of the main programme. The plan explains the length and passing standard of the preparatory course, whether progression is guaranteed, what happens if the standard is not met and the total cost, avoiding an exclusive focus on the shortest advertised time to graduation.

Passing a preparatory course does not necessarily guarantee admission to the main programme; the formal terms govern.

Diploma to bachelor's degree

We verify the Diploma curriculum, credits, subsequent partner universities, the year of entry available on progression and any restrictions on the field of study. If the applicant plans to pursue postgraduate study later, the final degree, transcript and the target university's requirements for prior qualifications must also be understood in advance.

Direct-entry bachelor's or partner-university degree

Information about private education must be specific to the institution, programme and intake. The following answers provide a framework for verification and do not replace the formal contract.

01What is the difference between Singapore's private institutions and public universities?

They differ in how they are established, admissions, curricula, awarding arrangements, research resources and programme length. Private education institutions often offer programmes in partnership with overseas universities and may also award their own certificates; public universities award their own degrees. The specific programmes should be compared, rather than judging quality solely through the public/private distinction.

02Does EduTrust mean that a programme will suit me or that its degree is certain to be recognised?

EduTrust is a certification covering the management and quality assurance of private education institutions, and is also an important condition for some international students applying for a Student's Pass. It does not, however, guarantee the employment value, progression options or global recognition of every programme. The programme's registration, awarding body and intended use must still be verified.

03Will a partner university's degree certificate name the Singapore private institution?

The presentation of university documents varies between partnership models, so applicants must review the formal sample, programme information and awarding terms provided by the institution. We do not make assurances based only on sales claims, and we advise applicants to confirm further with the awarding university or the institution where they intend to use the qualification.

04Can I apply for credit exemptions or direct entry to a later year?

Previous grades, syllabuses, credits and teaching hours can be submitted for assessment by the institution. The outcome depends on content equivalence and programme regulations; any formal exemption must be recorded in the offer or institutional documents and cannot be guaranteed before the application.

05Can I enrol without a language test score?

Some programmes accept an internal test, evidence of previous English-medium study or completion of a language course first; others require a result such as IELTS. We verify the accepted routes, minimum standard, cost of any language course and arrangements if the required standard is not met.

06How is a Student's Pass usually obtained?

After admission, the institution generally completes registration in the system first, and the student submits identity, education, family, financial and photograph details as required by ICA. ICA currently requires the application to be made within a prescribed window before the programme begins; after approval, the student must complete the medical examination, payment and issuance procedures specified in the IPA.

07Am I certain to be allowed to work while studying?

Not necessarily. Permission to work depends on the institution, programme, Student's Pass conditions and MOM's current rules. Work arrangements available to students at other institutions cannot simply be assumed to apply to private-institution students; the official list and conditions should be checked before any decision is made.

08Can I remain in Singapore or apply for PR after graduation?

Graduating from the programme does not automatically confer eligibility for a work pass or permanent residence. The appropriate pass must subsequently be applied for based on the employer, role, salary, personal background and policies in force at the time; ICA also assesses PR applications independently.
